"""Local (zero-egress) implementations of promptfoo's encoding strategies.

promptfoo 0.121.17 routes its encoding strategies (base64 / rot13 / leetspeak /
morse / piglatin) through its REMOTE generation service. With
`PROMPTFOO_DISABLE_REDTEAM_REMOTE_GENERATION=true` (our zero-egress default) those
strategies are SKIPPED at `redteam generate` time and only `basic` survives, so
the operator's strategy selection silently collapses to one variant.

These are all deterministic text encodings, so we apply them ourselves, offline:
after `redteam generate` we read the generated test file and expand each base
("basic") test into one extra test per selected encoding. The original prompt is
re-encoded and wrapped with a decode instruction (so the victim decodes, then acts
on the now-unfiltered request), and each test is tagged `metadata.strategyId` so
the parser scores ASR per strategy exactly as it would for remote-applied ones.

Zero egress: pure stdlib transforms, no network, no promptfoo cloud.
